Abuse of advance votes, flawed voter lists and vote buying in Arakan State

According to inside networks, there were about 1,700 eligible voters in Pouk Taw Township constituency 5, Arakan State, but only about 600 of them voted. Most of them boycotted the election. Although there was not advance voting, there were about 40 advance votes when votes are counted. There were many people in Kyoung Sout village who could not vote, as they were not in voters list. The village head of A’ Lal Kyun ran away with ballot boxes, as so many people voted for RNDP instead of USDP.

Employees threatened to vote for USDP in Arakan State (ရခိုင္ျပည္နယ္တြင္ ၾကံ့ဖြံ႕ကို မဲေပးရန္ ဝန္ထမ္းမ်ား ျခိမ္းေျခာက္ခံရ)

A voter in Arakan State reported: "We employees were casting votes in the morning during office time. Because we had to cast vote in the presence of senior officers, we could not choose to vote the parties we like. We voted for the USDP as told by senior officers. Each employee were brought three envelopes with one ballot slip in each. On each slip, they had to tick on the boxes next to USDP logo. Envelopes with slips in them were then returned to TPDC chairperson without being sealed. Employees were threatened that they would be fired if did not vote for USDP."

Elderly people forced to vote for USDP, SPDC threatens complaint-filers in Arakan State (ရခိုင္ျပည္နယ္တစ္ေနရာရွိ သက္ၾကီးရြယ္အိုမ်ား ၾကံ့ဖြံ႕ကို ၾကိဳတင္မဲေပးရန္ အတင္းအၾကပ္ေစခိုင္းခံရ၊ တိုင္ၾကားစာတင္သူမ်ားကို မယကမွ ျခိမ္းေျခာက္)

Advance votes were collected from elderly people following the order of WPDC and authorities cast the vote for USDP. Locals were told that they would be deadly punished if they didn't vote for the USDP. While collecting advance votes, elderly people were pressured by the force of officers to vote for USDP. When complaints about such cases were submitted to Election Commission, the WPDC threatened people that they would kill people who would file such complaints again.

USDP candidate bribed polling station officials and threated villagers in Arakan State (ၾကံ့ဖြံ႕ ကိုယ္စားလွယ္ေလာင္း ရခိုင္ျပည္နယ္တြင္ ျခိမ္းေျခာက္ျခင္း၊ လဘ္ထိုးျခင္းမ်ား ျပဳလုပ္)

Retired colonel Kyaw Khin, a USDP Township parliamentary candidate, offered monetary inducement to the head of polling station in charge to ensure that he would win the votes. He offered a thousand kyat to each of the teachers who were working as polling station officials. Kyaw Khin also collected about 400 advance votes from Muslim fishermen. He threatened villagers, stating that they would be in big trouble if they did not vote for him.

U Khin Maung Lwin, the president of Township Peace and Development Council in Pauktaw Townchip cut down the electricity as a punishment to residents because the USDP lost seats. Furthermore, he also cut off the water pipeline which supplied to No. 1 quarter.

A voter from Arakan State who spoke to Burma Election Tracker said:"I'm a member of the Rakhine Nationalities Development Party (RNDP) and voted for my party. There were many biases in the election campaign. There was a prohibition to campaign in religious buildings such as: monasteries and chapels, but we could campaign in ward-chapels located away from monasteries. Campaigners were not allowed to use loudspeaker and only allowed to use a sound box, but the USDP could get around all prohibitions.

A voter from Arakan State who spoke to Burma Election Tracker said: "During the campaigning period, the USDP said to 40 Muslim people that if they voted for the USDP, they would get help to get visas for other countries. But the Muslim people voted for the Kamar National Development Party. The USDP refused them not only the visas but also the documents for domestic travel. Finally the USDP won the Election."

USDP kills livestock when campaigning in Arakan State / "ၾကံဖြတ္က ၾကိဳတင္မဲမ်ားျဖင့္ အနုိင္ယူ "

A voter in Arakan State who spoke to Burma Election Tracker said: "I voted for the RNDP. The USDP killed livestock and distributed it in villages when campaigning. I heard that some votes became invalid because some ballot boxes were destroyed by mice. The USDP made themselves win with advanced votes."

Overnight change in results gives USDP vicotry in Arakan State / " ညတြင္းခ်င္း မဲရလဒ္ေျပာင္သြား"

A voter from Arakan State who spoke to Burma Election Tracker said:"I voted for the Khami National Development Party. After counting in the evening, the Khami party won, but in the next morning, it was announced that USDP won."

Results changing over night in favor of the USDP has been a recurring phenomenon in Burma's election.

Voter in Arakan State complains of people voting without valid IDs, underage voters, and lack of privacy & security at polling stations

A voter from Arakan State who spoke to Burma Election Tracker said: "I voted for the RNDP (Rakhine Nationals Development Party). There was no electoral education. People who didn't have IDs were provided with two different kinds of IDs (white cards and pink cards) to be able to vote, but no polling station officials checked the IDs. At 6:30 in the morning, a Bangali national was caught red-handed while he was voting for the USDP for three times, and a complaint about the incident was submitted to the Election Commission, but no action was taken.
